If you're 3DS is not modded, please follow this guide to install CFW on your 3DS. This tutorial requires you to mod your 3DS for ROM dumping or getting your own. But this tutorial is different because we won't be using multiple tools to install it. I do think there are tools that lets you make/load texture mods on actual 3DS. However if you like to play those texture mods on an actual 3DS, this is not the place. With the ability to dump and load textures on Citra, making texture modding is now easy to do.
